I've seen concrete floors stained and polished in commercial properties and heard of some people doing that to the slabs of their homes, but every example I have seen were dark and probably not attractive for every home, especially smaller ones without a lot of natural light.

(Jon nailed it on Cap rate saying it uses the 50% rule, for most people, since you must determine estimated NOI to get your Cap rate.)Basically use multiple metrics when determining the attractiveness of a deal to increase your margin of safety.
