Price your home correctly (maybe even aggressively if you can) and you will be fine. 

Code enforcement is always fighting with them, taking them to court, fining them, etc.  

For example, some will charge less if they’re only taking tenant calls and doing maintenance but you’re paying all bills.The streets you mentioned are all fine, but I’d urge you to do the old recommendation of visiting the property during the day and night, during the week and on a weekend, to get a sense of the area.

Also, if moving out before a year and a day is legally fine (i.e. not mortgage fraud), what are the tax implications (tax benefits/deductions) of moving out earlier than a year vs. later than a year?

Should be fine but if it is difficult might want to drill holes before painting at least final coat.

@Ben Ryder once you lock that HELOC in you should be fine.

There are fines if you don't do that. 

Everything was great for 3 months; then the building was threatened with fines of $100,000 per day by the city.  

Fine.

Actually I own multifamily and those are doing fine.
