I have added 140-160k in equity to the property, however I cannot refinance to get any of this until early February 2020 due to my loan docs (FHA).

The worst that could happen is that there may have been a very small leak and  over time you may have rotted wood that invites termites, or mold.

My real estate agent informed me that she received an addendum from the seller's agent, indicating that the water in the upstairs unit is off, possibly because off a leak, possibly from the bathtub.

The tape had a hard time dealing to the grout and some leaked through.

Inspection found old cast iron plumbing leaks, major water damage from a previously leaky roof, multiple electrical and gas code violations and termite damage.  

We screen tenants, digitally sign docs, collect rent electronically, etc. 

I didnt see one in BP landlord docs I bought.
