Refinancing the ARM if rates drop is a strategy, but it comes with fees and isn't always guaranteed.

So, for those utilities its usually better to either include them in the rent (if they are flat fee) or possibly to bill them back (if based on usage).

Granted this is philosophical discussion, but that notion should apply to all we do in our lives...

That $250 is better than an inspection fee paid to an inspector. 

On the eve of closing (last night), the escrow assistant informed us that we need to bring additional funds to closing due to two affidavits that need to be recorded in the loan package, for which the recording fees were not collected earlier.

After closing costs and any other fees, you're losing money.- Worst case scenario, $150k purchase, $40k rehab (or more), $170k value, you're losing a lot of money.IMO, I would pass and look for better deals.
