It is time for some analysis paralysis.

I am flexible to live in any state, but prefer Texas, Colorado, Florida or South Carolina.Looking for analysis and feedback on how to make this deal better!

Like what kind of analysis do you do?

I'm a 34 year old financial analyst from a very large corporation so i'm incredibility comfortable with numbers, analysis, and 95% of general accounting (I still use a CPA for my own real estate properties, but that's mostly to have an expert who's up to date on all the laws go over my numbers).

Maintenance requests are handled online as well, if a tenant submits a maintenance request, you recieve an email with the address, unit, tenant contact info, and their detailed explanation.

You are going to want to talk to several professionals in your state for this one as it is a legal maneuver that amateurs or even professionals not familiar with the details of your situation on the internet probably aren't going to be able to help with much.

Would love to hear your analysis, as this could be a great idea.

If I am playing devils advocate a bit, it's only to try and force complexity into the discussion for the benefit of deeper analysis and understanding.

Without the whole story and all the dirty details we can't know why the tenant even thinks this.I take it from the info relayed that the sewage issue is still on going.
