The one seller has passed away and the wife, who is in a nursing home, has signed over Power of Attorney to a woman I'm having trouble locating (no relation to seller, possibly a court order)My agent says I won't be able to get a conventional loan on the place, given it is zoned C-1 (light commercial).

I would add a light pastel colour to the upper section and do the lower section in white.

@Tim Schroeder this is a good idea, but as you stated, tread lightly so as to not create an issue with ABB.  

As Jim mentioned, you can go there at help desk on first floor or self service kiosk to get your ticket to planning department.

But if its a tight fit I find light gauge steel plate epoxied to the underside is even more effective.Also if there is a 'sinkerator' attached to the sink the vibration could be an issue so the extra support is a wise move.good luck
