If your friend wanst to create a somewhat segregated space for a long term roommate inside the residence I don't know that the HOA can really do anything about that without violating federal law...

I have fixed the ones on my own residence and bought a couple of complete systems before.The furnace, inside air conditioner coil (A-coil), and outside air conditioner should all have stickers on them somewhere that give a model and serial number. 

The kitchen doesn't have requirements unless there's WC clearance issues because residents don't cook or use the kitchen.Are you going to run the business too or just modify the home for that purpose and sell it?

In MA, property owners are REQUIRED to bring a property into a lead safe condition (called compliance) if a child under the age of 6 resides in the house/apartment. 

She will use part of the house as her residence as well.
