Most plans won't allow for this, but you may be able to access at least some funds if the plan is uniquely flexible in this regard.

Is there any lender here that offers a conventional, construction loan that is flexible?

My hope is that the few months it is rented prior to the sale doesn't negatively impact from a tax standpoint and that I can use the costs of the rehab to help from a tax standpoint.The unique arrangement with the renters/buyers provides a lot of flexibility to put the best approach on paper.

Keep in mind your exit strategies if you go to do this (including unanticipated issues)... you have a bit more flexibility with separate 2-units than the 4plex.. i.e. you could sell two and pay off the other...
