The zip codes you mentioned are some of the hottest zip codes in the entire country and finding a multi-unit will be very difficult. 

I work with alot of out of state investors and alot of time in the screening process I ask my clients what they are looking for and find out they are really just investors trying to find bird dogs all over the country to get them an awesome deal. 

@Ian Ippolito I wouldn't make recommendations for other syndications out there without vetting them properly, but as @Ryan Groene mentioned above, there are MHP guys across the country who have established a good name.

Most of the eastern suburbs such as Garfield Heights, New burgh Heights & Cleveland Heights have a POS like Euclid & S Euclid do.

Some of the lowest cost of living in the country here, and B class buildings available, when listed, at minimum 7-8 cap.
