In order to have an apples to apples comparison, the scope of the work needs to be crystal clear with little to no wiggle room for the contractor to hit your in laws with "change orders".

I use an insurance broker in each state I have properties in as I find them to get better rates for me due to the fact that they can shop not just State Farm, but many companies and provide the best rates.Key point is to make sure you compare apples to apples and NEVER under-insure.
