Just submit whatever your offer is to the agent and negotiate it from there.

I just got an email from the listing agent and she is claiming (without submitting my response to Fannie Mae) that seller will NOT pay for it. 

The issue that has come up is that we submitted everything under his name only and now he tells me that his paycheck from his job is being garnished.

Do you have the tenant submit payment to your business name or to you personally?

When I submit a contract that is not correct I get an email from my MCA telling me what corrections need to be made.
