Unfortunately, you cannot combine the remaining VA entitlement with another loan; you would have to do them separately.

If the carpet was old, you can prorate the cost of replacement based on replacement cost divided by the number of years of useful life remaining in the carpet.

For example, you could contact the tenant and tell him he's responsible for the remaining 21 months but you're willing to release him if he pays two months as a penalty.
