The general loan can be amortized up to 5 years, but any outstanding balance must be paid within 90 days of retirement/separation from service, otherwise that outstanding balance is treated as a disbursement and subject to income tax plus an early withdrawal penalty.You could use a TSP loan to fund the rehab portion of a BRRRR property.

If you plan to raise money from other investors to lend out, then you will need to consult with a securities attorney (securities law is nationwide so they can be located anywhere - if you need a reference just PM me) and will have to put together a private placement.
