What if the 203k Consultant refers a contractor to the borrower and that referral contractor is hired by the borrower, and the cost estimate from the 203k Consultant is really high and the contractor also submits their proposal that is matches that really high cost estimate and then the contractor gives a referral fee to the consultant????
