If it is a permitted use but you need to build it, you likely need to get a site plan approval to show that you meet the other regulations (ex. height and bulk requirements).

When I bought in Chicago heights at the end of 2017, the lender didn't provide the taxes without the homestead credit (I'm OOS) and that hurt cashflow but then the taxes went up the next year and I'm paying almost 8k on a house I bought for 93k.If the loophole you suggest exists, just for the homestead credit, that's amazing.

A few thoughts on the expense side (usually where the problems lie):I do not have firsthand knowledge of the Tampa Heights neighborhood but the reported taxes seem to be below what I would expect to see in Hillsborough County Florida (about $400/month).
