This is a tall task that could take quite a bit of time.First on the bank owned property, the bank probably has someone trying to market the property, either on staff or contracted with a realtor, local or otherwise.Any potential buyers may already be searching for some raw land in that area.

I have no doubts an experienced person with deals under their belt can work through the steps without an agent (If that is their choice and they want to perform the tasks themselves). 

Aren't there liability issues when you have your tenant getting up on a ladder to perform tasks like this?

It turned out that the seller was unsuccessful in the task and I was in a position where I could tie up the property at no expense to me.
