I just requested the public bankruptcy filing from the courts to see if I can get any more info. 

Be aware many accountants are not familiar with Firpta laws and conditions, so find somebody who did it before, could be expensive, they charge good amount of money to file that.

Our  attorney seemed to have a plan, but has been putting me off and has been given me promises that he would re-file and make a counter move for half a year now.

I would appeal this with a supervisor or city manager's office first, and if I didn't get resolution, would file a lawsuit against the city if I were you.
