As a realtor, I’d hope and expect you’d still bullish on Tulum if you sell property there.I totally disagree that Cancun, Playa del Carmen have the same risk/reward profile for the simple reason that the oversupply in Tulum you mentioned is nowhere as bad in the other two places.

But while rate is important, if there's one lender who is dramatically more responsive and seems more knowledgable than the other I'd probably go with them even if their rate is slightly higher for your first deal.
