You will need to build a team for out of state and the closer to CA the better because of the travel time and as a college student you might not get 3 days to meet a contractor in the Midwest.

Upstate New York will generally qualify with standard markets such as Travelers, Nationwide etc... there are a few other property programs that do very well depending on the size.

I've heard so many success stories on the BP podcast of people who've done really well with the buy-and-hold strategy and have the freedom to travel and not have to work a 9-5 (unless they want to, of course) and can pursue other interests, so that is a huge dream of mine too.
