I make no claim at being a tax lien expert, but most of the time anything that makes it to OTC is so picked over it is nothing you want or could get much if any value out of if you had to foreclose. 

Anti-money-laundering laws are largely to blame.  

Here's my takeaway from the market:Smaller, less impressive cabins are pretty over-saturated and unless you have a big view (or water frontage) to really make you stand out, you will struggle.

Technically, Conventional allows 15% down but you end up incurring a hefty hit to your rate/points options when you put down less than 20%, which makes causes most people opt to put 20% down.

This could provide them with ongoing cash flow while making the property more affordable for you.
