I've gone through the process of submitting a Certificate of Discharge to the IRS to Discharge the Federal Tax Lien.

The best of my understanding is that the loan may be discharged off Chapter 7 but the lien on the property doesn't go 

But long story short if the bankruptcy has been dismissed or discharged then you do NOT have to go through the trustee in order to purchase the property. 

Typically there is a a recessed box that you hook the water lines and discharge line too.
