Built in 2021 in Houston tx with both sides rented for 3k total. during inspection noticed one side has pets while there was nothing on the lease. notified the owner, who notified tenants of violation and afterward refused to pay pet deposit or pet rent. seller is now thinking of eviction. tenants have no prior history of bad behavior when it comes to renting  as we move forward to closing what would 

It's going to be hard to correct bad behavior that the tenants have been allowed to get away with.

But the residents of these states voted for this kind of behavior. 

It's best to give the benefit of the doubt, but this is also a business and you need to protect your investment in the case that this type of behavior becomes repetitive. 

I have a few multifamily properties in the area and 100% of our tenants pay for utilities at this time.There’s 3 primary reasons in my experience: 1) It keeps tenants accountable for their behavior, like running AC with windows open in the summer etc...

I am against cash for keys for poor behavior, but that is not the case here.  

Usually fraud or negligence types of behavior.

Tenants learn from our behaviors, we set the the standard.

Most have been low income whites and behavior has more to do with class levels as opposed to their pigment.

However, the tenants would not allow us in on one side.The tenant opened the window to speak with our agent and inspector and we could hear him yell names at the top of his lungs at them and say many curse words and slam the window very aggressively.The property was absolutely perfect on all fronts other than the tenants behavior.
