KCMO is bit easier to research from afar, also lot of the Indy stuff revovles around low properties rent/value wise.I'd define your target and get the area that best fits your budget/goals..

It really depends on how you define them.

I have an abandonment provision in the lease agreement that states Abandonment is defined as absence of the Tenant from the Premises for at least 10 consecutive days without notice to the landlord. 

Not saying settle for D class neighborhoods, but perhaps it means re-defining your criteria a bit.For me personally, I really like downtown SJ.

I can tell you that not all of them operate as non-profits, and unfortunately,  many of the for-profit groups are like the one the OP referred to, in that they are overpriced and exist purely to serve interests of the so-called leadership (though I wouldn't define many of those as leaders).
