If you were in my shoes, what would be the best course of action you would take in order to attain your first property, get the rental income generating so I can eventually with time generate more properties and with more properties, more cash flowing in.

If you go the multifamily route, I would recommend doing a cost segregation study within the first 2 years to accelerate depreciation, save on taxes and increase cash flow so you can attain your next property quicker.I am bullish on Tampa because of Bill Gates multi billion dollar investment into downtown Water Street and the GasWorxx projects, both are transforming large swaths of the downtown and the urban core.Best of luck!

I'd be interested in that, but at 7% the rate isn't that much better with a regular 30 year fixed cash-out refi, so I'd still be in a position where the rent collected doesn't cover the mortgage payment for awhile.

On top of all of that, Cash out refis typically come with a .25 to .50 surcharge on the cash out part… so whatever the regular rate is, they will tack on more for the cash out.
