@Raymond Chung Once you have ownership, you should be able to put all utilities in your name and change the locks unless someone is physically in the home living there at the time you do it.

The fact that you physically have them in your possession doesn't somehow force them into the equation of whether or not you can non-renew the MTM tenancy or evict if the current month's payment has not been made.
