Ultimately I believe that they are looking for an invoice and work completed that matches that invoice and confirming that it adds value to the property.

looking to finish a 18x12 shed on a concrete pad..it will have plenty of electricity ..finished drywall walls and ceiling...windows..beautiful matching outside finish...this will be in Cotswold neighborhood.. it will have heating and air conditioning...no plumbing no bathroom..

Conservatively, I’m living nearly for free if the rental income matches my mortgage at $1700 per unit.

So long as it matches the W2 you are good to go. 

All of these things that are ready have to match your confidence.  

When I represent a buyer client, I don't care where they live, I work for them just as hard if they're in state or out so my personal experience I guess does not match what you're describing.
