If I read your post correctly, your looking for leads, not necessarily cheap leads.If you are willing to market directly to open, active probate estate PR's and to the post-estate distributees (inherited) you can build a mail>call>knock campaign and vet prospects along the way.Or, you could use a list broker willing to work with you on your modest-size list.
