I’ve also read that the sales contract must disclose the improvements and the names of the contractors.

One of the first things we say to them is that "We only want to buy if you want to sell" People are coming to us to solve their problem and they've decided well ahead of time that selling the home solves their issue.

We are in talks with a lender and plan on taking out a home equity loan soon on the house we are rehabbing to finance the rehab. 

Other options are SF homes in other more affordable areas or out of state.

I also wanted to see if anyone had any experience with getting government grants to build affordable rent homes?

I am hoping to find some like minded investors that are focusing on the BRRRR strategy with single or small multi family homes that we could help push each other and grow.
