I am willing to offer water and most electricity at no extra charge, but I'd like to put something in the lease that requires payment towards oil and air conditioner usage over a certain point.

Basically you see the home as a set of main systems (plumbing, hvac, roof, electrical, even drywall), finish levels (how high end will you go on each system) and fixtures - pay close attention to little stuff like faucets on the fixtures.

In regards to my deal they made us submit two floor plans and change the plans for egress and electrical load etc.
