I'm just stuck in this decision making on whether to pull the trigger on a property in a state I've never been in before.

The Bird dog that found the deal had an even larger range on what the appraisal would state and thought there was a chance the appraisal gap cap would be triggered.  

Check with your lender to make sure this doesn't trigger a due on sale clause for your loan.

I've been learning investing for about a year now and have been afraid to pull the trigger on opportunities due to lack of contractor to help with estimates and suffering from analysis paralysis. 

However, what people get when they hire a professional service is things like keeping your address off the state website or understanding how to properly structure the entity to not trigger the due on sale clause.

Too slow on pulling the trigger, so now I'm looking to buy one off of someone who cannot attend.

If you say you know you are overpaying, then why even pull the trigger and buy this? 

I'd just look for a deal that cash flows well and pull the trigger.

But it seems that because I received funds from the City / Landlord Mitigation Fund - which is set up to help landlords who house Section8 folks who trash their unit, or skip out on rent...that must have triggered something.
