Crushed rock and some drop system for small desert plants would be cost effective and low maintenance. 

Especially when you have the negative labor numbers today and countless other Red Flags, I would be extremely cautious.

Or, are wall cracks a "buyer beware" red flag that you run away from?

they opened a hard rock casino in Tampa  Florida by my house.

they filled in wholes they made by mistake in walls of home with concrete mix with rocks instead of plaster or drywall filler!

The fact that there are not two meters now is a red flag.  

Fire them and move on ... think back on your screening process to see if there were any red flags you could've picked up on ahead of time and apply them to your next PM.

If it's >15% ( and no major red flags) I'm going to pull the trigger.
