Did you look through the CC&R, particularly on how the HOA handles rentals.In most condos that I lived and invested in, the HOA tries to keep rental unit below 20%, else the units cannot get regular financing and hard to sell.

Aside from the C/O, for condo, you'll have to get hold of the HOA, look at the CC&R's, and see what their procedures are for rentals.
