@Jessica Heller- contact  several  lenders on the  same  day - provide them  with the  same criteria -  get  some  quotes and ask the  questions you have  ...compare the date and the feedback received and then make a  decison on  starting the pre approval process 

I have done 1 year and 3 year terms over the years with them.

Luckily, it's directly spelled out in our governing documents that assessment debt can't be passed from previous owners to new owners. 

The government provides compensation for the condemned property.
