The property is in the City of Walnut Creek, but our address is technically in unincorporated Contra Costa County, so all of my permitting and inspections are being done through Contra Costa County. 

We send our contractor over to quote the project and he reports issues of damage.  

The borrowers that I am working with are first time fin and flippers or first time getting a DSCR loan, some of them have ITIN status, work permit, and US citizens.

No sense playing that game when a simply call can resolve the issue.

In PR you MIGHT be able to get financing but that's typically the biggest issue. 

If you had a contract to have the source of the odor removed and the contractor didn't do it, then that's a issue they need to correct.

Or is that even an issue seeing that renovation started a year ago? 

I get spending money on an empty place isn't fun but I think with good flooring, you may more easily find a tenant and also will have less issues in the long term with a stained/gross carpet.
