I may bring an eviction case in the future if the Applicant fails to pay future rent due after the funds of this award have been exhausted or if the award amounts do not cover all amounts due.I understand that These funds are to be used only for expenses that are not paid by other sources of financial assistance.

Should I hire a local PM company for long term to manage the property?

Here is our experience:  There is considerable potential to manage a yield-bearing asset, but as @Alice V. mentioned, insurance costs have soared, to $1,250 per door.  

@Mary MunozIn Brandon and Heather Turner's book, The Book on Managing Rental Properties, they suggest giving applications to everyone who comes to look at the unit, even if you know they would never be able to qualify under your standards. 

Over 3 1/2 years since we have 120 people and they range from just starting out to fund managers and everything in between.

Don't hold your breath.In the future, I recommend you consider using a property manager that can protect you from mistakes like this.

I have a residential property on east side of Athens, Georgia and am looking for a property management company to help me manage. 

The risks you described are mostly applicable to cases where non-veterans assume VA loans--this will impact entitlement for future use of the selling veteran.  

If you self manage and have less than 4 units you are exempt from fair housing, but there are also local Seattle laws that may trip you up.
