Yes the concept is to refinance after purchase, rehab, and tenant placed in unit.  

Best of all, it's something you could scale by developing a system and hiring employees to do the inspections.All you need is proof of concept. 

This is an interesting concept but I am not sure if the tenants will be willing to pay for deductible.
