Unless I am missing something, I think this ordinance will not achieve the kind of results the authors intended.

Long story, but basically I was told I could email authorization for the delivery and installation with no one there and apparently that is now not the case.

Best thing to do is check with the authorities that govern real estate transactions in Canada.

Does anyone have any experience with Housing Authority Auctions ?

The difference with market rents is you need to ask the housing authority to grant the rent increase.

The Housing authority will require you submit as a new payee and put the tenant in a new 12 month lease.  

@Josh Coup Even if your agent isn't the ultimate authority, they might defer to their broker who would hopefully be able to provide a relatively accurate ARV.

These issues were so dumb I never would have thought to ask about them), such as:  if you evict someone, and they bolt, YOU the landlord have to pay a certain moving company (apparently the only one in pittsfield authorized by the city to handle this endeavor) to move the tenant's belongings into storage, until such time as your loser tenant finds another place to live, and then, YOU have to pay for their stuff to be professionally moved again, AND you have to pay for something like 3 months worth of storage!!!
