If it comes to that, definitely use an eviction attorney and make sure to explain the utility billing situation if that's part of the mix.Since you don't even have the property yet though, I'd recommend starting out by talking to the building department about your plans/ideas to see if they're feasible and to open a conversation where you can add in questions about utility meters at some point.

Have her check with the county department that deals with septic and see what they can tell her. eg, maybe it was put in before permits were required so it's not out of compliance.

I don't think you have to discount the taxes and water bill, that should be cleared up from the seller's proceeds before closing or at closing by your title company.As far as code violations I would check with the city code compliance department IN PERSON, not on the phone.
