With all meters ganged rather close in an accessible spot.You're right, you can't expect them sleep in winter coats.If it were mine, I'd have a couple of heating contractors come out and look into dual furnaces with the required duct work.If code lets you put a furnace on the second floor and you have the room, insulated ducts in the attic might be an option.If code lets you install it in the attic and you have space up there that might be an option too.Floor 1, insulated ducts in the basement.Watch your intake draw, if it's all form floor 1 floor 2 may have problems.

Frequently there is a sheet metal plate that needs to be removed from the duct under or beside the evaporative cooler and it needs to be stowed for summer to be replaced in the fall.

Again, some people skipped this step and are now seeing mold or foundation damage.Don't run the HVAC (if you still have one) until all of these steps are completed or you may have mold spores in your duct work and throughout the house.
