Are there certain sections or blocks in these neighborhoods that are better than others?

Your mentor would know better than me but it seems In that range of price you may likely struggle to find good appreciating homes in a nice B class block where that can work financially .

That pricing doesnt generally include painting trim and doors a different color . 

How will it affect the values of my real estate two blocks down?

If there are doing something illegal I would think they would not want the police coming by to catch them.Maybe put up a privacy fence or plant some trees to block the light and absorb some sound between the houses.If all else fails have your tenant start calling the police every time there is an issue in the middle of the night.

Sometimes it becomes hard for me to determine when to color inside the lines (i.e. follow a blueprint) or get creative.
