Allentown is still low income and developing slowly but nearby Bethlehem is doing well in recovery from the downturn.

Find a way to pick up some extra income to get your emergency fund back to that $30k.

If you are looking to invest so it can help offset some of your mortgage or other housing costs you can always buy a nice home and add an ADU to help generate income.

And if you want to save even more you can search for used online (ebay, craigslist etc) I use Alert One (you can google them, they are on Rising Sun ave.) for annual certification in my buildings but use my electrician to update, install or replace the alarms.

If you are renting for $1200 a month and can't then you have lost that income for the year, so you are really at $1100 a month. 

It's section 8 approved and is currently bringing in about $14,000/month in rental income.
