I would probably go for conventional financing (no other mortgages except my primary residence and fulltime w2 employment)...what are lenders weighing more heavily, front-end or back-end DTI?

You can also find demographic, employment, population growth data, etc.

As for the metrics collected, perhaps a 1 - 5 ranking system could be employed based on a core set of tenant qualities where a registered landlord could enter a tenant listing (if not currently exists), and then fill in a ranking dialog for that tenant based on the fixed qualities matrix. 

That said, you did not mention the market or if that military base is the sole major employer in the area.

So much of the mortgage finance world is based in California and, like Texas, the industry is a huge source of employment for workers of varying levels of education.

Also, I would expect a Realtor to know what the market trends are and what is happening with the major employers.• Be certain to consider rehab costs in your total acquisition costs.
