It seems to be almost impossible to truly prohibit smoking in the lower income apartments as all of the tenants in the area smoke in the unit.

This can be accomplished either by making an offer for the property as a whole, and let the partners decide how to divide the proceeds and even whether to sell, or you can make an offer to each owner for his interest only, subject to all owners accepting so you have 100% ownership.The other option is to buyout one or more owners, resulting in you owning only a % ownership, which would be near impossible to finance other than owner financing.You need to find out if there is a formal agreement amongst the owners relating to operating the property, sale of the property, etc.
