I live in Virginia and it seems like how the business gets classified is a big deal, and depending on how we classify it we made need things like a class A contractors licence (which in my opinion we shouldn't need) So I was hoping someone here had a similar issue the have solved already

With short-term rentals, you are responsible for those things but also things like pool care, lawn care, pest control, electrical, cable, furniture maintenance, dishes/towels/utensils/etc, cleanings, (you see where i'm going with this), essentially you are operating a hotel.
