I know most GC's say they can handle this but I'd rather find someone who does this regularly and doesnt cost and arm and a leg.

Also they were the only ones to have moved out at that time so it would make more sense it belonged to them.You could also appeal the citation by stating it was tenants who left trash out in violation of the lease terms.  

Wondering if we should have handled it differently or preemtively add something to the lease next year.

You need to ask provider how they handle that situation, and make sure however they handle it is specified in the contract.

I could imagine a commercial level LVP could handle a few keg parties.
