Try using letters of intent to seek out seller interest which can then be followed by a real Offer to Purchase contract.Farm with letters but get serious with offers.

Arvada doesn't address it in their code, but their planning department director has issued a letter opining that STRs are not allowed.

So I sent out 100 letters in the north Nashville area on Tuesday and I've gotten 6 responses.

Another thing you might consider is figuring your financing, if required, out and get a loan letter from your lender that states the average time it takes to close your loan and your maximum amount of your loan.  

We certainly have seen significant appreciation in a lot of areas, and those days of massive double digit appreciation growth are behind us, especially considering the headwinds of rising interest rates going forward.  

They provide a letter and that's good enough.

There are a million neighborhoods in Pittsburgh so their letter ranking system is useful.
