People can't find jobs, and therefore can't afford to make children. 

Once you're sure of that ground, you can stand firmly on it.As I've mentioned in other threads, tenants are often like children - they will test the boundaries until they see that you're going to firmly enforce them.

I thought when I first started renting out this house that this would be a nice add-on for a family with young children and families are often the ones to rent this property.

My mind says better school districts will encourage tenants with children to stay longer, but is that reflective of actual experience in these areas?

They'll have a tester call on a 3 BDR with 4 children and document the comments about occupancy.  

Since passing the exam, I now have young children as additions to the family. 

At that time it would be clear that there were children and probably another adult living in the property.
