I have some specific questions for an active long-term investor in this area.

What are you specifically looking to do/learn? 

There's no contest, although some other countries could work as well in specific niches.

Often they seem to sell in tougher neighborhoods because the initial numbers look the best there on paper.Generally I would look above Hwy 380 and maybe Sherman/Denison specifically, but there are other places too, depending on what your goals are. 

@Bruce Woodruff- that's true, that's why I mentioned ARV (sales price) not specific rehab costs (which is what the poster was asking for originally). 

It shouldn't be a problem to call and while I don't know the specific rules for Hawaii (probably something like a smoke detector in or next to every bedroom and a carbon monoxide detector in the house), rules regarding smoke detectors are not going to be "grandfathered in" (a term that building departments hate btw).
