If your architect is too busy (and the permit requires an architects stamp- ask the permitting department) to rush the drawings, then find out what can be done (or shop for a new architect). 

But what I've been shopping around for is the lowest second rate I can qualify for and I was wondering if any one had lender suggestions.

His bread and butter is very likely a small client list that he takes good care of and has no use for the interwebs.Now I don't know this guy, but I do know that he runs a small shop and he's a master plumber, so he's probably answering his own phone during normal business hours.

If it makes you uneasy, then stay with the RC policy, but go out and shop it as $3,000 is a bunch of premium for a single location.

Other wise if you just want to be rid of it and cannot wait until the tenant moves, I would shop it around to some of the local RE brokers and see if they know anyone who would like to pick up a tenanted buy and hold property.
