Pex was designed to be very resiliant (you can freeze the pipes 2 or 3 times before it will burst and if you catch it before it does freeze that many times you can heat up the pipe and it will return to it's original form.2). if you use too much glue for the CPVC it will actually keep welding the plastic and can get too thin to the point of burst pipes.

The City of Philadelphia is now addressing this issue and plans on a multi-armed plan to disperse the poverty and hopefully see a drop in the concentration of drug use and crime in that area starting January 2019 (see this article from October- https://billypenn.com/2018/10/18/kensington-homele... ).I'm researching that area now in hopes that it will slowly shift into it's Northern Liberty Neighbor.

I still buy the design materials (tile, lights, door knobs) but the basic materials I just have them buy and it's included in the quote.I would just ask the contractor to do the quote whichever way you want it done.
